Dr Katy Vaughan is a Senior Lecturer of Law at Swansea University and a member of the Cyber Threats Research Centre and VOX-Pol Network of Excellence. Katy’s research focuses on counterterrorism law and policy and the impact of this on the protection and promotion of human rights, emphasising the importance of compliance with human rights to an effective counterterrorism strategy. Her recent work has focused on the application of counterterrorism law and policy to the moderation of terrorist and violent extremist content online (TVEC). In particular, she has examined the interoperability of terrorist definitions and their applicability online, and moderation of so-called borderline content. Katy is currently Co-Chair of the Christchurch Call Advisory Network whose membership includes civil society, academia, and the technical community, which exists to provide advice to Governments and the tech industry within the Christchurch Call Community on addressing TVEC online whilst protecting human rights and a free, open, and secure internet. She has also been a member of GIFCT’s Legal Frameworks Working Group 2021/22 and 2022/23.
